Living organisms are not static, but they grow, change and are influenced by the environment in which they operate. Likewise, for organisations to be effective, operate efficiently, and remain relevant to their clients in a changing external environment, they need to reassess their operations, capacities, resources, outputs and outcomes/impacts. NIDA has capacity to help organisations achieve this using the OPA frame-work focusing on the key performance issues (effectiveness, efficiency and relevance), the design of performance indicators and tools used in measuring performance. Its associates have provided leadership in organisation performance assessment of the National Agricultural Research Organisation (NARO) NIDA competencies in OPA include:
- Designing performance frame work
- Identifying key performance issues and setting performance indicators through participatory means
- Development of performance assessment tools
- Diagnosing organisational performance by scrutinising factors influencing performance such as external environment, organisational motivation and capacity
- Functional analysis of institutions
- Assessment of local government capacities
- Statistical analysis of data to establish resource data base
