| As project design and implementation becomes more and more client-driven, the responsibility for monitoring and evaluation (M&E) has to be transferred to them. Together with clients, projects have to re-think who undertakes what, with what tools and when. Clients have to be involved in the design of M&E and the M&E implementation process. In rural development work the clients are very diverse in their objectives and technical abilities. This necessitates the development of M&E tools, methods and procedures tailored to the diverse client circumstances, and training of the clients in undertaking the M&E. NIDA has technical competence in all these areas. It has participated in the development of participatory M&E processes for projects implemented by government agencies and NGOs. NIDA participated in designing ways of incorporating indigenous knowledge in the M&E systems of the National Agricultural Advisory Service (NAADS). It also evaluated the effectiveness of the services being provided by the non governmental organisations currently under contract by the Nutrition and Early Childhood Development Project (NECDP). The evaluation involves both verification of the activities reported to have been carried out and also measurement of the quality of services being provided by the NGOs; as well as evaluating the level of local authority involvement in project activities. |
